I was under the assumption that China was becoming a more open minded country and more liberating to it"s people.
What exactly is wrong with an adult of consenting age admiring a naked human body?
It seems like a perfectly natural thing to do if you are a healthy individual.

"GET TOUGH IS NOT ENOUGH"
Impose very heavy fines and delicensing procedures or notices as illegal websites are discovered; and these websites owners are rich enough to "wear off" fines. So, what sort of punishments deem befitting?
