This is a great development, as living conditions improve outside of the main city centers more people will choose to stay and live where they already are. As water, electricity, and telecom services are extended throughout China it will go a long way in helping to stabilize the population shift to cities because life in the countryside will get better. With the addition of microcredit programs like at http://www.51give.com people can also help themselves to improve their lives.
